Students-Graduate Agreement (PEC-PG)

 

The Ministry of Foreign Affairs (MRE), through its Educational Themes Division (DCE), the Coordination for the Improvement of Higher Education Personnel (CAPES) and the National Council for Scientific and Technological Development (CNPq), call for candidates to register for the Graduate Agreement-Student Program (PEC-PG) selection.


1.      OBJECTIVES:

  • The PEC-PG grants masters and doctoral fellowships to increase the qualification of university lecturers, professionals and higher education graduates from developing countries with which Brazil maintains a Cultural and/or Educational Cooperation Agreement. These fellowships are granted in all knowledge areas for which there are graduate programs that issue degrees whose validity is recognized in Brazilian territory.


2.      REQUISITES:

  • being a citizen of developing countries with which Brazil maintains a Cultural and Educational Cooperation Agreement;
  • not having a permanent visa in Brazil; 
    - the participation of Brazilian citizens, even if they hold double citizenship, as well as candidates with a Brazilian progenitor is strictly prohibited;
  • in case the candidate is a former PEC-G – Undergraduate Agreement-Student Program fellow, having exercised professional activities in the country of origin during at least 2 years;
  • presenting the Proficiency Certificate of Portuguese as a Foreign Language (CELPE-Bras);
  • presenting an Acceptance Letter from the Higher Education Institution (IES), which must be included in the list available at Brazilian Embassies;
  • sending a registration form in Portuguese and two recommendation letters, following the models presented in the Manual;
  • presenting a curriculum in Portuguese;
  • presenting a work plan in Portuguese, following the model included in the Manual.


3.      REGISTRATION SITE:

Documents for registration must be presented at the Brazilian Embassy in the candidate’s country of origin, independently of where (s)he is residing, through common mail, using the forms included in the Manual.


4.      BENEFITS:

  • Fellowship equal to that of Brazilian students in the country;
  • Liberation from school fees, which will be paid for in accordance with the agencies’ standards and criteria;
  • return flight ticket.

Obs.: The PEC/PG Program does not include transport of any kind, nor accommodation for the fellow upon arrival in Brazil.


5.       PROJECT DURATION:

  • Masters program 24 months
  • Doctoral program 48 months
    - when the fellow has already registered for the course, the fellowship will be granted for the complementary course period.


6.       ANALYSIS AND SELECTION PROCESS:

  • The selection process will start with the preliminary selection of candidates by Brazilian Embassies;
  • The candidatures sent by Embassies are analyzed by scientific consultants from CAPES and CNPq, according to their technical-scientific merit, qualification of the candidate and Acceptance Letter from Brazilian institutions;
  • Based on the evaluation by CAPES and CNPq consultants, the final selection will be realized during a Supervisory Group meeting, which includes representatives from CNPq/CAPES/MRE. This meeting will decide on what candidates will be approved and the distribution of fellowships to each of the agencies (CNPq and CAPES), according to the Manual and the criteria specified below:
    - fellowship availability;
    - candidates for courses that preferably received a grade of 5 (five) or more in the CAPES evaluation;
    - candidate’s employment in the country of origin.
  • The selected candidates will be informed about the result by the Brazilian Embassy in their country of origin and by the sites of CAPES (www.capes.gov.br), CNPq (www.cnpq.br) and MRE (www.dce.mre.gov.br).


7.       FOLLOW-UP AND EVALUATION:

  • Every semester, the Agreement-student must present a detailed report of his/her activities, together with the advisor’s opinion, to CAPES or CNPq, through the Pro-Rectory of Research and Graduate Studies or an equivalent body at the University;
  • The continuation of the fellowship will depend on the agreement-student’s performance, according to the standards and criteria in force in the graduate program the student is enrolled in;
  • To ask for a thesis Grant and return ticket, the fellow must send the final report or equivalent and minutes of the thesis defense.
